The internal form (cf FullForm) of Infinity is DirectedInfinity[1].
Here is where your rule finds a 1...

I suggest you replace all occurrences of Infinity by a new symbol, say infty,
apply your rule, and then replace back infty by Infinity:

  tarp = tarp /. (Infinity->infty);
  (tarp//.{F[_]:>S[infty],_?NumberQ:>S[infty]}) /. (infty->Infinity)
