The CSSSave package extends the built-in HTML export functionality to also convert colors, frames, indentation etc.
After loading CSSSave` in Mathematica 4 (Version 3 is NOT supported), any Mathematica notebook converted to html using the menu item "File : Save as special : HTML" will also have those attributes converted in the html file. This is done by a technology called CSS, so only web browsers, that support CSS (e.g. Netscape 4 or higher and Internet Explorer 4 or higher) will show them.
Also, some new options are added to HTMLSave.
The installation is simple:
1) Download the CSSSave.zip
2) Unzip it with the directory structure preserved
3) Open Installer.nb in Mathematica 4 and follow the instructions (works under Windows. If this does not work for you, just copy everything to $TopDirectory\AddOns\Applications\CSSSave\, where $TopDirectory is the Mathematica directory)
